Athens-Clarke County

What a local district means for you

Being in a local historic district doesn't stop you from changing your home. It means exterior work is reviewed first, so it fits the character of the street.

  • Exterior changes need a Certificate of Appropriateness (COA) from the Historic Preservation Commission before work starts. That includes things like additions, enclosing a porch, new windows, fences and retaining walls.
  • Everyday upkeep doesn't. ACC says minor repair and maintenance, such as painting or planting, doesn't need a COA.
  • Inside is up to you. The review covers the exterior.
  • Use and zoning don't change. A historic district doesn't add zoning or land-use limits.
  • Not every house is historic. District lines often include newer homes too, and their exterior changes are still reviewed.

How the timing works

COA applications go to the Planning Department by the first Wednesday of the month, and the Commission hears them on the third Wednesday. Plan for about a month before exterior work can start. Other towns follow a similar process; meeting days vary.

Planning staff can talk through ideas early, which ACC encourages.

Local vs. National Register: many Athens neighborhoods are also on the National Register of Historic Places. That listing is an honor and can open tax incentives, but on its own it doesn't require a COA. Only the local districts and landmarks below do. Search the National Register database โ†—.

Verify it yourself

Is this home in a district?

Listings don't always say. Use the county's maps to confirm, then call Planning if a home sits near a boundary line.

When you're buying

Before you buy a historic home

Confirm the districtCheck the county map for the exact address, not just the neighborhood name.
Ask about past workAsk the seller for any COAs. Exterior work done without one can become the new owner's problem.
Plan your projectsWant an addition, new windows or a fence? Read the design guidelines and talk to Planning during due diligence.
Older home checksMany homes here were built before 1978. Read our lead paint guide and get a full home inspection.
